A consultancy company based in Dubai is looking for an experienced Cost Consultant to join their growing team.   The role will be located in Dubai and may require working in other emirates.

Your Responsibilities Will Include

  • Preparing cost modeling and benchmarking dashboards.
  • Undertaking viability studies and cost estimating throughout the design stages with an emphasis on cost control and design to budget.
  • Undertaking value engineering studies at key stages of the design development.
  • Preparing documentation for tendering.
  • Analysing tender returns and preparation of tender reports.
  • Undertaking the valuation of contractor’s monthly applications including measured works, preliminaries, materials on site, etc.
  • Assessment and evaluation of variations including the ability to negotiate and agree with the contractor, including the preparation of full substantiating documentation.
  • Maintaining the change management log.
  • Supporting the review/analysis of quantum for contractors’ claims.
  • Establish client’s requirements and prepare feasibility studies
  • Maintain an up-to-date database on market price and vendors’ contact
  • Perform risk and value management and cost control
  • Guide the QS team to prepare a procurement plan & schedule
  • Prepare RFQ packages and bid leveling for subcontractor/vendor
  • Prepare the cost projection plan for the running project
  • Overseeing the production of full Bills of Quantities in line with the relevant standard methods of measurements


KEY EXPERIENCE / QUALIFICATION REQUIREMENTS:

  • Detailed knowledge of and experience in the Real Estate / Property sector working for a professional cost consultancy.
  • Experience in both new build and fit-out projects.
  • Experience of pre-contract services from feasibility through to tendering, measurement of building works for estimating, report writing, and preparation of Bills of Quantities and tender documentation.
  • Demonstrable experience in managing multiple projects at any one time.
  • Self-motivated with the ability to work autonomously with minimal oversight and performs well under pressure.
  • Experience with different procurement methods, single stage, two-stage, and design and build preferred.
  • Experience in post-contract services, interim applications, change management, variation valuation, and extension of time claims.
  • Detailed experience working with standard form contracts, FIDIC preferred, and administration of contract procedures.
  • Demonstrable experience in client-facing roles, professional approach, and confidence in presenting to clients, other consultants, and project stakeholders.
  • Providing clear cost estimate reports, cost reports, procurement reports, and tender reports.
  • Bachelor’s degree in Quantity Surveying or Construction Management or related field (or equivalent experience).
  • Membership of the Royal Institution of Chartered Surveyors (MRICS) is preferred
  • Pre / post-contract experience gained from a global consultancy firm
  • Experience in a variety of large developments such as hospitality, leisure, residential, retail etc
  • Previous Middle East experience is preferred
  • Mandatory 7+ years post-graduate demonstrable experience in all aspects of quantity surveying.
  • Excellent written contractual correspondence and verbal communication skills.
  • Must have a clear understanding of, and ability to work with, construction contract commercial documents, engineering drawings, and specifications.

Working knowledge of software typically associated with quantity surveying and familiarity with typical project control software.
